Tower Crane
Purpose
To help prevent serious workplace injuries or fatalities by informing employees of the coordination techniques and hazards associated with tower cranes.
Hazards
- Structural failure (P3:S1:F1=R5)
- Contact with energized electrical lines (P3:S1:F4=R8)
- Falling material (P2:S1:F4=R7)
Prerequisites
All crane operators must possess a valid operator's certificate for the type of crane to be operated. Personnel assigned to erect, adjust, and remove the crane must be qualified.
Procedure
- Identify with Contractor(s) where tower crane will be located, including necessary maximum height and any restrictions on working areas or swing radius (crane swing agreement)
- Based on the criteria select the appropriate crane
- Based on the selected crane requirements a professional engineer will provide instructions on support and erection
- Complete THARRP agreement with municipal Fire & Rescue Department based on selected crane
- If energized high voltage lines are within the swing radius of the tower crane then an assurance in writing (30M33) must be obtained and the assurances put into effect.
- Construct the necessary footing constructed according to the instructions
- Have completed footing certified to meet the requirements of the instructions
- Coordinate mobile crane for erection, including Traffic Control as necessary
- Coordinate power source for tower crane
- Coordinate activities of all Contractors to minimize or eliminate encroachment or overlap of activities during erection
- Erect tower crane to initial height in accordance with the instructions
- Receive verification from the erector that the crane has been erected according to instructions – tower crane may now be operated
- Inspect crane – arrange inspection by Working Safety Solutions (604-320-7850)
- Conduct D.E.P. drill (PCML H&S Program – Appendix E1)
- If necessary to raise the tower crane, have additional support(s) certified to meet the requirements of the instructions
- Raise the tower crane in accordance with the instructions
- Coordinate mobile crane for dismantle, including Traffic Control as necessary
- Coordinate activities of all Contractors to minimize or eliminate encroachment or overlap of activities during dismantle
Control Measures
Regularly observe operation of crane to ensure it is in accordance with the Regulation. Regularly review the pre-use inspection documentation for the crane to ensure inspections are being performed and defects discovered are being addressed.
Emergency Procedure
In the event of an incident or misadventure
- Stop Work
- If necessary to prevent further injury or protect property, land any elevated load
- Take the crane out of service until a professional engineer has certified the equipment as safe for use (OHSR § 14.16.1)
- Follow the Incident Notification Protocol / Emergency Procedures for the site
