CSO - Onboarding
This guideline helps ensure that Polygon provides each CSO on site with the information and materials required to effectively fulfill their responsibilities under the PCML Health & Safety Program, including the Key Items.
Training and Qualification expectations
- Successful completion of a 70-hour Construction Safety Officer training course
- A valid Advanced First Aid certificate
Recommended:
- Successful completion of a Board-approved traffic control training program.
Polygon does not require the CSO to perform Traffic Control Person duties, as doing so would interfere with their other responsibilities. The completion of the training serves as part of their qualification to act as a Traffic Control Supervisor for a site.
Competencies
- Good written and verbal communication
- Walking on irregular terrain
- Navigate stairs, ramps, and ladders
- Physiologically capable of delivering First Aid at any location where a worker might reasonably be performing a task
- Basic computer / smartphone literacy – able to draft, send, and receive emails; navigate websites, including downloading and uploading files; navigate smartphone-based apps
Polygon will provide:
- Means of communication in the workplace (e.g. ptt radio)
- All First Aid Equipment and Supplies
- All Rescue Equipment and Supplies
- An Internet Connection on site (may be wired or wireless)
- Necessary stationery supplies (paper, filing materials, pens, laminator + sheets)
CSO Employer to provide:
The following is required to provide the CSO with access to Polygon’s PolyNet service. It is not required for a temporary coverage placement (<2 weeks).
- A work-specific email address
- A computer capable of network connectivity and a digital camera
and/or - A smartphone with data service
Documents
The CSO must review and become familiar with the following documents, including ensuring the documents remain up to date.
- Site Map
- Trades List (with the contact information for all current Supervisors on site)
- Emergency Procedures / Rescue procedures (DEP/Fall protection/restricted space)
- Nearest Hospital / Clinic
- Emergency Numbers
- First aid / Incident Investigation Flow Charts
- Guideline for Site Safety Orientations
Sheets to have easily accessible:
- Daily Inspections
- Hot Work Permits
- After Hours Safety Coverage agreements
- First Aid Records
Site Specific Information
- Daily communication of expected/planned operations
- Is there a notice board in the Site office with a schedule for deliveries, concrete pours, etc?
- What are we building? Wood frame? Concrete tower? How many floors?
- Lock up procedures?
High Hazard Activities
The CSO must conduct in-depth reviews and ongoing monitoring of the following items related to high hazard activities to ensure they remain current and that appropriate workers review them before commencing the work. Activities may be the direct responsibility of Polygon to supervise (e.g. Traffic Control Plans) or fall under the scope of work of individual contractors (e.g. ECPs or Site Specific Fall Protection Plans).
- Excavations or sloping greater than 1.2 m
- Traffic Control Plans
- Exposure Control Plans (silica dust, isocyanates, etc)
- Site Specific Fall Protection Plans
- Tower Crane operations, including overlapping operations and DEP test lifts
- Construction Hoist emergency procedures
Activities
The CSO performs the following activities at the frequencies listed below.
Daily:
- Conduct Site Safety Orientations for workers, including any supplementary orientations, before they commence work on site
- Worker headcount from Supervisors on site
- Daily inspection (currently 3 inspections per day of the workplace + review of at least 1 OHS related documentation item)
- Discuss with the Polygon Site Superintendent planned activities for the day / next day
Weekly:
- Attend and participate in any Trade Meetings
- Collect Toolbox Talks from Trades
- Daily Inspections to Site Superintendent for their review
- Prepare and submit a Weekly Record of Site Safety Activity
Monthly:
- Documented inspection of Portable Fire Extinguishers
- Documented inspection of First Aid / Rescue equipment and facilities
- Documented inspection of Equipment owned or rented by Polygon
For example:- Ladders
- Scaffolding
- Mobile Equipment (skidsteer, telehandler, boom/scissor lift)
Quarterly:
- The CSO must maintain documentation, including any electronic records, for the previous three (3) months and make them available during Polygon’s Internal Safety Audit.
